Even though some soft vinyl surfaces feel matte, most reject paint just like a glossy surface does. Vinyl is very nonporous, so the paint does not stick well to the surface. To use an oil-based paint over vinyl, you need to abrade the surface and use the right kind of primer. Without this important prep work, your new paint peels off the surface in a matter of weeks.
